Like most cities across the nation, Lenexa faced serious budget challenges due to the economic recession. In addition to revenue loss from property valuations and sales tax, Lenexa’s budget was and continues to be impacted by actions of the Kansas state legislature. The City Council approved a $106.1 million budget for 2010, which is a decrease of $3 million, compared to the 2009 budget. The expenditure portion of the budget is $78.8 million, a decrease of nearly 11 percent compared to the 2009 budget. Despite the city’s careful financial planning and prudent reserve policy, the decline in revenue required the city to make structural changes and reduce expenses significantly to balance the 2010 budget and protect the city’s financial condition in the future.
