It is against the law in the City of Lenexa for any person to throw or deposit any commercial or noncommercial handbill in or upon any vehicle. Although it is permitted to distribute (*refer to the Standard Traffic Ordinance for Kansas Cities, Edition of 1992) in any *public place to hand out or distribute, without charge to the receiver thereof, a noncommercial handbill to any occupant of a vehicle who is willing to accept it.

PENALTY:
Any person violating any of the provisions of this could be charged with a public offense violation and punished by a fine not to exceed five hundred dollars ($500.00)
