Plan/Plat Approvals
Virtually all-new development must receive plan and/or plat approval prior to the issuance of building permits. For more detailed information on the entire approval process, please see the Development Guide. For general information on any part of the process, click on the links below.
Concept Plan Approval
A concept plan provides general information and identifies residential, commercial, and industrial uses on the plan for property, which is located in a planned zoning district. It is normally used as a support tool for rezoning property or when the details of a portion of a mixed-use development are undefined, and the developer wants to determine the acceptability of proposed zoning districts or general uses. Concept plans are reviewed for performance, design, and other standards of the Unified Development Code and for consistency with the City's Comprehensive Plan.
Procedure:
It is recommended that you first contact the Land Use Division of the Department of Community Development and schedule a pre-application meeting to review your conceptual drawings and the City's requirements and procedures. You will then submit a completed application form, along with the plan drawings and support documents as outlined in the concept plan checklist. Applications may be filed at the Planning and Development Department any time between the hours of 8 a.m. and 5 p.m. on or before the filing deadline date. Late submittals will be placed on the next available agenda.
After the City staff reviews your submittal and you have responded to staff comments, the Planning Commission will hear the case at a public meeting and forward to the Governing Body a recommendation for approval, approval with conditions, or denial. Plan Expiration:
A concept plan approval is subject to expiration when the first of the following occurs:
A preliminary plan for any phase, as reflected in the conceptual phasing schedule, is not filed;
Expiration of the phasing schedule shown on the concept plan;
Expiration of 2 years from the date of approval of the concept plan. You may apply for extension of plan approval, which the Planning Commission may grant for a specified period not to exceed two years.
Fees:
A non-refundable $200 application fee for a concept plan, in addition to any required rezoning fees, is due at the time the application is submitted.
